UK to Enforce No Permission No Travel Rules From February

Published on: 29 November 2025

Starting February 25, 2026, visitors from 85 countries who currently enter the UK without a visa must obtain an Electronic Travel Authorization (ETA) before travelling.

The new “no permission, no travel” policy marks a major step in the UK’s broader efforts to digitize its immigration system. From the enforcement date onward, all incoming visitors, unless exempt, must secure either an ETA or an eVisa before travelling. Airlines and other carriers will be verifying that passengers hold a valid travel authorization.

What Is the ETA?

The ETA is a digital travel clearance for short-term stays of up to six months for purposes such as tourism or family visits.

According to official figures, over 13.3 million visitors have applied for ETA since the phased rollout began in October 2023. The scheme has been running without full enforcement to give travellers time to adjust.

Security and Border Efficiency

UK Minister for Migration and Citizenship Mike Tapp said the ETA will strengthen the government’s ability to assess visitors before they travel and help block individuals who may pose risks.

He noted that a digital system will also improve the overall travel experience by making entry into the UK smoother for the millions of people who arrive each year.

Who Needs an ETA?

Citizens from 85 countries will need to apply for an ETA ahead of their trip. This includes travellers from the EU, the United States, Canada, Australia, South Korea, Japan, the UAE, Saudi Arabia, and Brazil, among others.

British and Irish citizens are exempt, including dual nationals. However, dual nationals must carry a valid British passport or a certificate of entitlement to avoid complications at check-in.

Travellers transiting through UK airports such as Heathrow or Manchester without passing through border control will not require an ETA.

Application Process

The process is described as quick and user-friendly, and entirely online. With most applications approved automatically within minutes. However, applicants are strongly advised to apply at least three working days before travel in case of further processing.

Looking Ahead

Officials expect the ETA to enhance the UK’s migration oversight while modernizing the travel experience. It will become a central part of the country’s border operations to help authorities pre-screen visitors and build a more secure and efficient entry process.
