Russia Opens Door to Chinese Tourists With New Visa Waiver Policy
President Vladimir Putin has signed an executive order granting visa-free entry to Chinese citizens for short-term visits, a major step toward strengthening ties between Moscow and Beijing.
The policy, effective immediately, allows Chinese passport holders to enter Russia without a visa for stays of up to 30 days. It applies to visits for tourism, business, and participation in cultural, scientific, economic, political, and sporting events. Transit through Russia is also covered under the waiver. The measure will remain in effect until September 14, 2026.
However, the waiver has limitations. It does not apply to Chinese nationals entering Russia for employment, study, or long-term residency.
This move is part of a reciprocal agreement. Earlier this year, China lifted visa requirements for Russian citizens. The Russian government has now responded and aims to boost bilateral exchanges and economic cooperation.
President Putin first hinted at the upcoming policy during a meeting with Chinese Premier Li Qiang last week in Moscow. At the time, he described the visa exemption as a “good and positive explosion” in the development of Russian-Chinese relations.
Following the announcement, interest among Chinese travelers has surged. According to booking data, flight reservations from China to Russia for January 1–3, 2026, have risen by roughly 32% compared to the same period this year.
The visa waiver is expected to drive significant growth in tourism, trade, and cultural exchanges, further increasing cooperation between the two nations.
