Uzbekistan Launches New Golden Visa Program

Uzbekistan introduced a new five-year residence permit for foreigners through Presidential Decree PF-67, signed on April 18, 2025. 

The country will start accepting applications for the residence permit beginning on June 1, 2025. According to the decree, foreign citizens and stateless persons can donate a minimum of US$250,000 in exchange for a five-year residence in Uzbekistan. For each spouse, child, or parent, an additional donation of US$150,000 is required. 

After the initial announcement, the Ministry of Justice stated on April 19 that the minimum amount would be $200,000 for primary applicants and an additional $100,000 for family members. However, these figures were updated on the ministry’s Telegram channel on April 24 to reflect the amount set by the presidential decree. 

The new residence permit is the third migration pathway to Uzbekistan, joining the existing investment visa and real estate routes for individuals looking to reside in the Central Asian country. 

The current investment visa option grants a three-year renewable residence permit to foreign individuals who invest a minimum of $250,000 as equity or capital injection into a local company. Those who invest $3 million in local enterprises producing goods and services are eligible for a ten-year renewable residence permit. 

The real estate route has various minimum investment amounts according to the region the property is in. The amounts range from $100,000 to $300,000, with the highest minimum investment being in the Tashkent region. In exchange for the investment, foreigners can obtain a permanent residence card. 

The latest presidential decree will not replace the two existing options, with residency through the investment and real estate programs remaining active. 

The Cabinet of Ministers and the Ministry of Internal Affairs are due to publish several critical details pertaining to the new residence permit, such as the application form, processing timeline, treasury and bank account number, necessary anti-money laundry documents, and renewal criteria.
